Mercer Council Mental Health Counselor & Substance Use Evaluator

For more than 22 years, Mercer Council has served as the consulting therapist providing substance use

evaluations for the New Jersey Youth Justice Commission (YJC). We ensure that juveniles and young

adults (ages 14–24) receive the appropriate level of care using evidence-based practices.

We have also provided Employee Assistance Program (EAP) services through the Metro EAP for 45

years, offering support onsite, in-office, and virtually. For the past 8 years, we have delivered early

intervention services through Mercer County’s Opioid Overdose Recovery Program (OORP).

Master’s or Doctoral Degree, which provides the basis for an active, valid, and in good standing

New Jersey licensure in one or more of the following: LCADC, LPC, LCSW, LCMHC, LCPC,

LMHC, or Clinical Psychologist

● Ability to pass criminal background and fingerprint checks.

● Valid New Jersey driver’s license, auto insurance, and reliable personal vehicle.

● Proof of personal liability insurance.


Provide short-term Solution-Focused Brief Therapy (2–6 sessions) to clients and eligible family

members under the EAP contract.

● Provide postvention responses for shared adverse events as requested by employers.

● Assess clinical needs and use appropriate tools for treatment planning and referrals.

● Maintain thorough, ethical, and legal documentation, including telehealth when applicable.

● Respond promptly to client, family, and employer inquiries.

● Deliver onsite workshops and psychoeducational trainings upon request.


Conduct comprehensive biopsychosocial substance use assessments through in-person interviews with juveniles ages 14–24. ● Review collateral records from the JJC intranet to support assessment quality. ● Apply ASAM Criteria to determine the appropriate level of care and provide recommendations to the YJC Classification Board. ● Utilize the Transtheoretical Model (Stages of Change) to assess readiness for change. ● Use DSM-5 for substance use–focused diagnostic assessment. ● Administer and interpret relevant screening and evaluation tools. ● Complete thorough, timely reports that summarize substance use severity and recommended level of care, submitted in time for Wednesday Classification Board review.
